The Law of Development of Capitalism referenced here is the Theory of Accumulation/Surplus Value, which holds that the capitalist class gains wealth by accumulating surplus value (i.e., profits) and then reinvesting it into more capital to gain even further wealth; thus the goal of the capitalist class is to accumulate more and more surplus value which leads to the development of capitalism. Over time, this deepens the contradictions of capitalism. This concept is related to the M→C→M mode of circulation, discussed in Annotation 14, and is discussed in detail in Part 3 of the book this text is drawn from (Political Economy) which we hope to translate in the future.
