The ability to measure and control impulses in the brain has been part of scientific research community for decades. As scientists, and others, learn to better control elements of an expirement, they improve on their methods.
Ok, Captain Obvious so far? Sorry. Just pointing out that mind or brain control has been accomplished already, not only physically and chemically induced, but by numerous methods of psychological brainwashing and/or programming.
