According to Seth, the humidity caused by rain in the last few days caused the ballots to be stickier and possibly clump together. Seth says about 1500 of the 10,000 sent out have been returned already. Secretary of State Al Schmidt says it will take more time to count votes in PA, but what about Philadelphia?
