Mass violence comes not only from states, but also from people. By analyzing mass violence as social interaction through survivor accounts and other sources, Conditions of Violence (de Gruyter, 2024) presents understudied agents, aims and practices of direct violence and ways of action of those under persecution. Sound history – examining the noises of mass violence and persecution – is particularly telling about such practices. This volume shows that violence can become socially hegemonic, and some people claim a freedom to kill as a political right. To scrutinize indirect violence, which is often imperialist in character and claims many victims, the book proposes the concept of conditions of violence. These conditions are produced by definable groups of actors and foreseeably harm definable groups (which differs from the anonymous and static ‘structural violence’). This is exemplified in a case study concerning famines in World War II and another on COVID-19 as mass violence. Constitutional Ratification Without Reason (Oxford UP, 2022) focuses on constitutional ratification, the procedure in which a draft constitution is submitted by its creators to the people or their representatives in an up or down vote determining implementation. Ratification is increasingly common and routinely recommended by experts. Nonetheless, it is neither neutral nor inevitable. Constitutions can be made without it and when it is used it has significant effects. This raises the central question of the book: should ratification be recommended? Put another way: is there a reason for treating the procedure as a default for the constitution-making process? Surprisingly, these questions are rarely asked. The procedure’s worth is assumed, not demonstrated, while ratification is generally overlooked in the literature. In fact, this is the first sustained study of ratification. To address these oversights, this book defines ratification and its types, explains for the first time the procedure’s effects, conceptual origins, and history, and then concentrates on finding reasons for its use. Specifically, it builds up and analyzes the three most likely normative justifications. These urge the implementation of ratification because the procedure: enables the constituent power to make its constitution; fosters representation during constitution-making; or helps create a legitimate constitution. Ultimately, these justifications are found wanting, leading to the conclusion that ratification lacks a convincing, context-independent justification. Thus, experts should not recommend ratification as a matter of course, practitioners should not reach for it uncritically, and—more generally—one should avoid the blanket application of concepts from democratic theory to extraordinary contexts such as constitution-making. Jeffrey Lenowitz is the Meyer and W. Walter Jaffe Associate Professor of Politics at Brandeis University, focusing on political theory. His research explores the the procedures uses to create new constitutions; constituent power and constitutional theory; the concept of legitimacy in the social sciences; voting ethics; and other aspects of democratic theory and institutional design. Vatsal Naresh is a Lecturer in Social Studies at Harvard University. Before the creation of the European colonial states in the nineteenth century, Southeast Asia had hundreds of royal families, large and small. Today, only a small number survive. In his book, Champassak Royalty and Sovereignty: Within and Between Nation-States in Mainland Southeast Asia (U Wisconsin Press, 2024), Ian Baird uncovers the history of one of these royal lineages, the House of Champassak, located formerly in southern Laos. Dating back to the late seventeenth century, this royal lineage has survived enormous political changes in Laos and the surrounding region: including becoming a vassal of the Thai kingdom; French colonial rule; national independence; and the communist takeover of Laos in 1975. Part of what makes the challenges that collectively are called the “environmental crisis” so difficult is that the vocabulary we deploy in thinking and discussing the issues emerged under social conditions that are far removed from our present. The familiar idiom of nation states, borders, jurisdiction, and so on seems inadequate for addressing a crisis that concerns global conditions. It’s plausible to think that a cogent response to the environmental crisis will require a reconstruction of the conceptual tools of social and political theory. In his new book, Ecosovereignty: A Political Principle for the Environmental Crisis (Routledge 2024), Omar Dahbour develops new understandings of the concepts of sovereignty, territory, peoplehood, and self-determination, all with a view toward building a case for the principle according to which peoples have a right to protect and maintain their natural environments. From the Northern Sahara to the Amazon rainforests, people around the world find themselves in places that have been stripped of sovereign care. Leshem is committed to defining these spaces and providing a more intimate understanding of this urgent political reality. Based on nearly a decade of research in some of the world’s most challenging conflict zones, Edges of Care offers a profound account of abandoned lives and lands, and how they endure and sometimes thrive once left to fend for themselves. Leshem interrogates no man’s land as a site of radical uncaring: abandoned by a sovereign power in a relinquishment of responsibility for the space or anyone inside it. To understand the ramifications of such uncaring, Leshem takes readers through a diverse series of abandoned places, including areas in Palestine, Syria, Colombia, Sudan, and Cyprus. He shows that no man’s land is not empty of life, but almost always inhabited and, in fact, often generative of new modes of being. Looking closely at New York City's political development since the 1970s, three "political orders"--conservativism, neoliberalism, and egalitarianism--emerged. In Inequality, Crime, and Resistance in New York City , Timothy Weaver argues that the intercurrent impact of these orders has created a constant battle for power. Weaver brings these clashes to the fore by showing how New York City politics has been shaped by these conflicting orders. He examines the transformation of the city's political economy in the aftermath of the 1975 fiscal crisis through neoliberal real estate development and privatization, the conservative rise of law-and-order politics in the 1970s to 1990s, and the efforts of the city's egalitarians to respond to each of these shifts through social movements such as Occupy and Black Lives Matter. In times of extreme violence, what explains peace in some places? This book investigates geographic variation in Hindu-Muslim violence in Gujarat in 2002, an event witnessed closely by the author. Dhattiwala compares peaceful and violent towns, villages, and neighborhoods to study how political violence spreads. A combination of statistical and ethnographic methods unpack the mechanisms of crowd behavior, intergroup relations, and political incentives. She analyzes macro-level risk factors to provide a close understanding of the behavior of people who participated in the violence, were targeted by it and, often, compelled to carry on living alongside their perpetrators. Keeping the Peace systematically demonstrates the implicit political logic of the violence. Most of all, by moving up close to the people caught in the middle of violence, the author highlights the interplay between politics, the spatial environment, and the cognitive decision-making processes of individuals. Raheel Dhattiwala is an independent social scientist based in India (D.Phil. in Sociology; Oxford University) and honorary member of the South Asia Institute, University of Heidelberg (formerly, Baden-Württemberg Fellow 2023-24). In Strong Commanders, Weak States: How Rebel Governance Shapes Military Integration after Civil War (Cornell University Press, 2025), Dr. Philip A. Martin investigates a fundamental political challenge faced by post-conflict states: how to create obedient national militaries from the remnants of insurgent forces. When civil wars end, non-state armed groups often integrate into post-conflict militaries. Yet rebel-military integration does not always happen smoothly. In some cases, former rebels cooperate with new leaders, forming powerful national armies that underpin postwar stability. In others, they resist the authority of new leaders, maintaining clandestine armed networks that disrupt centralized state-building. Dr. Martin argues that how field commanders of non-state armed groups governed during the war explains this variation. Rebel commanders who build accountable governance systems gain strong social support from rebel-ruled communities, becoming locally embedded. Thanks to these community ties, which persist after the war, these embedded commanders have the leverage to push the central government for concessions, resist directives to disarm fighters, or even orchestrate coup d'états. Conversely, rebel commanders who governed coercively are less likely to sustain community ties. Without the ability to mobilize collective action after the war, these non-embedded commanders have stronger incentives to cooperate with new regime leaders. Wielding in-depth evidence from Côte d'Ivoire and cases of rebel-military integration elsewhere, Martin shows that good governance during wartime can—ironically—lead to poor postwar state consolidation. Rather than preparing insurgents to be successful state builders, effective rebel governance can hinder post-conflict state-building. As costly peace operations come under increasing scrutiny, Strong Commanders, Weak States offers fresh guidance on how transitions to peace can better succeed. Impartiality is a guiding principle in United Nations peace operations that has helped legitimize multilateral intervention in dozens of armed conflicts around the world. In practice, it has long been associated with passive monitoring of cease-fires and peace agreements. In the twenty-first century, however, its meaning has been stretched to allow for a range of forceful, intrusive, and ideologically prescriptive practices, all in the name of building durable peace. In Intrusive Impartiality: Learning, Contestation, and Practice Change in United Nations Peace Operations (Oxford University Press, 2024), Dr. Marion Laurence explains how these new ways of being "impartial" emerge, how they spread within and across missions, and how they become institutionalized across UN peace operations. Dr. Laurence argues that new peacekeeping practices are not only products of top-down pressures from member states or instructions from the UN Secretariat; they often emerge from tacit knowledge and unconscious decisions about how to follow orders or comply with social rules. By foregrounding the creativity and agency of the field staff who are responsible for translating mandates into action, Dr. Laurence shows that new definitions and practices of impartiality are products of contestation, learning, and the interplay between top-down pressures and bottom-up drivers of change in UN peace operations. Drawing on original data gathered through extensive fieldwork, Dr. Laurence uses evidence from UN missions in Sierra Leone, Côte d'Ivoire, the Democratic Republic of the Congo, and from UN headquarters in New York, to provide an innovative framework for studying authority and change in global governance. In doing so, Intrusive Impartiality sheds light on controversial changes in peacekeeping practice and yields valuable insights about the practical and ethical dilemmas that confront UN peacekeepers. What is the meaning of love in modern Chinese politics? Why has 愛 ai (love) been a crucial political discourse for secular nationalism for generations of political leaders as a powerful instrument to the present day? Religion, Secularism, and Love as a Political Discourse in Modern China (Amsterdam University Press, 2025) offers the first systematic examination of the ways in which the notion of love has been introduced, adapted, and engineered as a political discourse for the building and rebuilding of a secular modern nation, all the while appropriating Confucianism, Christianity, popular religion, ghost stories, political religion, and their religious affects. The insights of this exploration expand not only the discussion of the role of emotions in the project of Chinese modernity, but also the study of affective governance and religious nationalisms around the world today. Author Ting Guo is Assistant Professor of Cultural and Religious Studies, Chinese University of Hong Kong and book reviewer editor for the Journal of the American Academy of Religion.
