The power to create money is foundational to the state. In the United States, that power has been largely delegated to private banks governed by an independent central bank. Putting monetary policy in the hands of a set of insulated, nonelected experts has fueled the popular rejection of expertise as well as a widespread dissatisfaction with democratically elected officials.
In Our Money: Monetary Policy as If Democracy Matters (Princeton UP, 2024), Leah Downey makes a principled case against central bank independence (CBI) by both challenging the economic theory behind it and developing a democratic rationale for sustaining the power of the legislature to determine who can create money and on what terms. How states govern money creation has an impact on the capacity of the people and their elected officials to steer policy over time. In a healthy democracy, Downey argues, the balance of power over money creation matters.
Downey applies and develops democratic theory through an exploration of monetary policy. In so doing, she develops a novel theory of independent agencies in the context of democratic government, arguing that states can employ expertise without being ruled by experts. Downey argues that it is through iterative governance, the legislature knowing and regularly showing its power over policy, that the people can retain their democratic power to guide policy in the modern state. As for contemporary macroeconomic arguments in defense of central bank independence, Downey suggests that the purported economic benefits do not outweigh the democratic costs.

Adam Smith wrote that, “Political economy belongs to no nation; it is of no country: it is the science of the rules for the production, the accumulation, the distribution, and the consumption of wealth.” However Adam Smith regarded the science of political economy, in practical terms, one is quite hard pressed to find a case where governments—be it an empire, republic, or nation—were completely left out of the picture. At least, that is how it’s been historically. Questions about how people and other types of entities organize and generate capital, AND the role that governments play in all of this, fill libraries. The ramifications of the dynamics and rules surrounding money have proved so consequential—and increasingly so, in our increasingly technologized world—that it is no surprise that historians have devoted much energy to the study of political economy. Political economy, in the broadest terms, is the subject of our conversation today. Today on History Ex we put two recent books that bring important perspectives to these questions in conversation with each other. Today’s books both deal with entrepreneurial endeavors, usually “abroad”, or beyond the Metropole. While Philip Stern’s examination of early modern British corporations explains the myriad ways private initiatives sought government legitimacy and became entangled in the business of governance during the age of empires, Quinn Slobodian trenchantly reveals how some entrepreneurs and ideologues seek to escape governments in the age of nation-states. Our authors find points of convergence as well as divergence in aims, methods, and outcomes of the people at the center of their books. Stern and Slobodian discuss methodologies and chronologies, the ideologies that animated their actors, how memory and history were mobilized in promoting various visions; they probe the historian’s perennial challenges of disentangling ideologies from interest, explain how similar actions in different historical contexts can demand different interpretations; and more. Listen in! Philip Stern is an associate professor of History at Duke University in Durham, North Carolina. His work focuses on various aspects of the legal, political, intellectual, and business histories that shaped the British Empire. He is also the author of The Company-State: Corporate Sovereignty and the Early Modern Foundations of the British Empire in India (Oxford University Press, 2011) and many other scholarly works. Quinn Slobodian is a professor of the history at Wellesley College in Massachusetts. To understand how the US can approach future national security challenges, I spoke with Dennis Ross, a senior US diplomat and the counselor and William Davidson Distinguished Fellow at the Washington Institute for Near East Policy. His new book, Statecraft 2.0: What America Needs to Lead in a Multipolar World (Oxford University Press, 2025) offers a revised toolkit for US foreign policy and global leadership. The United States may still be the world's strongest country, but it now faces real challenges at both a global and regional level. The unipolar world which was dominated by America after the Cold War is gone. Unlike the Soviet Union, China is both a military and economic competitor and it is actively challenging the norms and institutions that the US used to shape an international order during and after the Cold War. Directly and indirectly, it has partners trying to undo the American-dominated order, with Russia seeking to extinguish Ukraine, and Iran trying to undermine American presence, influence, and any set of rules for the Middle East that it does not dominate. The failures of American policy in Afghanistan and Iraq have weakened the domestic consensus for a US leadership role internationally. Traditions in US foreign policy, especially the American sense of exceptionalism, have at different points justified both withdrawal and international activism. Iraq and Afghanistan fed the instinct to withdraw and to end the “forever wars.” But the folly of these US interventions did not necessarily mean that all use of force to back diplomacy or specific political ends was wrong; rather it meant in these cases, the Bush Administration failed in the most basic task of good statecraft: namely, marrying objectives and means. Nothing more clearly defines effective statecraft than identifying well-considered goals and then knowing how to use all the tools of statecraft—diplomatic, economic, military, intelligence, information, cyber, scientific, education—to achieve them. But all too often American presidents have adopted goals that were poorly defined and not thought through. In Statecraft 2.0 , Dennis Ross explains why failing to marry objectives and means has happened so often in American foreign policy. He uses historical examples to illustrate the factors that account for this, including political pressures, weak understanding of the countries where the US has intervened, changing objectives before achieving those that have been established, relying too much on ourselves and too little on allies and partners. To be fair, there have not only been failures, there have been successes as well. Ross uses case studies to look more closely at the circumstances in which Administrations have succeeded and failed in marrying objectives and means. He distills the lessons from good cases of statecraft—German unification in NATO, the first Gulf War, the surge in Iraq 2007-8—and bad cases of statecraft—going to war in Iraq 2003, and the Obama policy toward Syria. Based on those lessons, he develops a framework for applying today a statecraft approach to our policy toward China, Iran, and the Israeli-Palestinian conflict. The book concludes with how a smart statecraft approach would shape policy toward the new national security challenges of climate, pandemics, and cyber. Dr. Andrew O. In fact, we need more wokeness, but of a new kind. Yes, we must teach about these bleak pasts, but we must also educate the public about the left’s own support for regimes that damaged and destroyed millions of lives for over a century—Stalin in the Soviet Union, Mao Zedong in China, Pol Pot in Cambodia, or the Kim dynasty in North Korea. Criticisms of Western wrongdoing are certainly important, yet Heinze explains that leftists have rarely engaged in the kinds of open and public self-scrutiny that they demand from others. Citing examples as different as the Ukraine war, LGBTQ+ people in Cuba, the concept of “hatred,” and the problem of leftwing antisemitism, Heinze explains why and how the left must change its memory politics if it is to claim any ethical high ground. Those who oppose Trump’s policies with regard to reproductive rights, gun violence, LGBTQ+, education, police, and voting often present state constitutions, courts, laws, culture, and leaders as a bulwark against Trump’s autocratic rule. But Professor Stephen H. Legomsky sees it differently. His new book, Reimagining the American Union: The Case for Abolishing State Government (Cambridge University Press 2025) argues that – if we care about democracy – we should imagine an America without state government. No longer a union of arbitrarily constructed states, the country would become a union of one American people. Reimagining the American Union understands state government as the root cause of the gravest threats to American democracy. While some of those threats are baked into the Constitution, the book argues that others are the product of state legislatures abusing their powers through gerrymanders, voter suppression, and other less-publicized manipulations that often target African-Americans and other minority voters. Reimagining the American Union interrogates how having national, state and local legislative bodies, taxation, bureaucracy, and regulation wastes taxpayer money and burdens the citizenry. After assessing the supposed benefits of state government, Professor Legomsky argues for a new, unitary American republic with only national and local governments. Stephen H. Legomsky is the John S. Lehmann University Professor Emeritus at the Washington University School of Law. Professor Legomsky has published scholarly books on immigration and refugee law, courts, and constitutional law. The exclusion of Indigenous people was not a collateral byproduct; it was a political project in its own right. The book argues that indigeneity is a political identity relational to modern nation-states and that Indigenous politics, although marking the boundary of the state, are co-constitutive of colonial processes of state-making. In showing how indigeneity is central to how the international system of states operates, the book forefronts Indigenous peoples as political actors to reject essentializing views that reduce them to cultural “survivors” rooted in the past. Vigorous competition between and within religious movements has led to their accumulating great power and wealth. Religions in many traditions have honed their competitive strategies over thousands of years. Today, they are big business; like businesses, they must recruit, raise funds, disburse budgets, manage facilities, organize transportation, motivate employees, and get their message out. In The Divine Economy (Princeton UP, 2024), economist Paul Seabright argues that religious movements are a special kind of business: they are platforms, bringing together communities of members who seek many different things from one another—spiritual fulfilment, friendship and marriage networks, even business opportunities. Their function as platforms, he contends, is what has allowed religions to consolidate and wield power. This power can be used for good, especially when religious movements provide their members with insurance against the shocks of modern life, and a sense of worth in their communities. It can also be used for harm: political leaders often instrumentalize religious movements for authoritarian ends, and religious leaders can exploit the trust of members to inflict sexual, emotional, financial or physical abuse, or to provoke violence against outsiders. Writing in a nonpartisan spirit, Seabright uses insights from economics to show how religion and secular society can work together in a world where some people feel no need for religion, but many continue to respond with enthusiasm to its call. Paul Seabright teaches economics at the Toulouse School of Economics, and until 2021 was director of the multidisciplinary Institute for Advanced Study in Toulouse. From 2021 to 2023, he was a Fellow of All Souls College at the University of Oxford. The key issue, instead, is to figure out which details of brain function are relevant for understanding its role in causing behavior; after all, the biological brain is a highly energetically efficient basis of cognition in contrast to the massive data centers driving AI that are based on the simplification that brain functionality is just a matter of neuronal action potentials. Chirimuuta, who is a senior lecturer in philosophy at the University of Edinburgh, also argues for a Kantian-inspired view of neuroscientific knowledge called haptic realism, according to which what we can know about the brain is the product of interaction between brains and the scientific methods and aims that guide how we investigate them. The Catholic Church and European State Formation, AD 1000-1500 (Oxford UP, 2022) inserts the Catholic Church as the main engine of this persistent international and domestic power pluralism, which has moulded European state-formation for almost a millennium. The 'crisis of church and state' that began in the second half of the eleventh century is argued here as having fundamentally reshaped European patterns of state formation and regime change. It did so by doing away with the norm in historical societies - sacral monarchy - and by consolidating the two great balancing acts European state builders have been engaged in since the eleventh century: against strong social groups and against each other. The book traces the roots of this crisis to a large-scale breakdown of public authority in the Latin West, which began in the ninth century, and which at one and the same time incentivised and permitted a religious reform movement to radically transform the Catholic Church in the period from the late tenth century onwards. Drawing on a unique dataset of towns, parliaments, and ecclesiastical institutions such as bishoprics and monasteries, the book documents how this church reform movement was crucial for the development and spread of self-government (the internal balancing act) and the weakening of the Holy Roman Empire (the external balancing act) in the period AD 1000-1500. But the hype obscures an unnerving reality. In The Silicon Shrink: How Artificial Intelligence Made the World an Asylum (MIT Press, 2025), Daniel Oberhaus tells the inside story of how the quest to use AI in psychiatry has created the conditions to turn the world into an asylum. Most of these systems, he writes, have vanishingly little evidence that they improve patient outcomes, but the risks they pose have less to do with technological shortcomings than with the application of deeply flawed psychiatric models of mental disorder at unprecedented scale. Oberhaus became interested in the subject of mental health after tragically losing his sister to suicide. In The Silicon Shrink , he argues that these new, ostensibly therapeutic technologies already pose significant risks to vulnerable people, and they won't stop there. These new breeds of AI systems are creating a psychiatric surveillance economy in which the emotions, behavior, and cognition of everyday people are subtly manipulated by psychologically savvy algorithms that have escaped the clinic. Oberhaus also introduces readers to the concept of “swipe psychology,” which is quickly establishing itself as the dominant mode of diagnosing and treating mental disorders. It is not too late to change course, but to do so means we must reckon with the nature of mental illness, the limits of technology, and what it means to be human. Technologists are inclined to give their creations leeway, pretend they’re animated beings, and consider them efficient. As users, we may complain when these technologies don’t obey, or worry about their influence on our choices and our livelihoods. And yet, we also yearn for their convenience, see ourselves reflected in them, and treat them as something entirely new. But when we overestimate the automation of these tools, award-winning author Antonio A. Casilli argues, we fail to recognize how our fellow humans are essential to their efficiency. The danger is not that robots will take our jobs, but that humans will have to do theirs. In this bracing and powerful book, Antonia A. Casilli uses up-to-the-minute research to show how today’s technologies, including AI, continue to exploit human labor—even ours. He connects the diverse activities of today’s tech laborers: platform workers, like Uber drivers and Airbnb hosts; “micro workers,” including those performing atomized tasks like data entry on Amazon Mechanical Turk; and the rest of us, as we evaluate text or images to show we’re not robots, react to Facebook posts, or approve or improve the output of generative AI. As Casilli shows us, algorithms, search engines, and voice assistants wouldn’t function without unpaid or underpaid human contributions. Further, he warns that if we fail to recognize this human work, we risk a dark future for all human labor. Waiting for Robots: The Hired Hands of Automation (U Chicago Press, 2025) urges us to move beyond the simplistic notion that machines are intelligent and autonomous. As the proverbial Godot, robots are the bearers of a messianic promise that is always postponed. Instead of bringing prosperity for all, they discipline the workforce, so we don’t dream of a world without drudgery and exploitation. Casilli’s eye-opening book makes clear that most “automation” requires human labor—and likely always will—shedding new light on today’s consequences and tomorrow’s threats of failing to recognize and compensate the “click workers” of today.
