While deterrence is difficult to measure and Israel’s was degraded after October 7th, what is certain is that Israeli actions are restrained by a number of factors, including by Israel’s closest ally, the United States. Prof. Eitan Shamir, managing director of the Begin Sadat Center for Strategic Studies at Bar Ilan University, said that Israel currently has “escalation dominance” over its enemies.
