When a young Eva Kollisch arrives as a refugee in New York in 1940, she finds a community among socialists who share her values and idealism. She soon discovers ‘the cause’ isn’t as idyllic as it seems. Little does she know this is the beginning of a lifelong commitment to activism and her determination to create radical change in ways that include belonging, love and one's full self. In addition to Eva Kollisch’s memoirs Girl in Movement (2000) and The Ground Under My Feet (2014), LBI’s collections include an oral history interview with Eva conducted in 2014 and the papers of Eva’s mother, poet Margarete Kolllisch, which document Eva’s childhood experience on the Kindertransport. Source sought represents the government's initial market research phase aimed at deciding whether the requirement should be designated for a small business or fall into specific socioeconomic categories. During this phase, the government assesses whether to engage directly with small businesses or implement a veteran-owned set-aside program. On the other hand, pre-solicitation entails a notice provided approximately a month before the solicitation is officially released. This advanced notice allows contractors to adequately prepare for the upcoming opportunity. Notably, a significant portion of set-asides is now being directed towards Indefinite Delivery, Indefinite Quantity (IDIQ) contracts and isn't as prevalent in the open market. As of October 24, 2022, the Department of Veterans Affairs ceased accepting applications for certifying or re-verifying veteran-owned small businesses. Starting January 1, 2023, the responsibility for all verification processes will shift to the Small Business Administration (SBA). For firms already verified, there's no immediate action required, except for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and VOSBs with verifications expiring before the transfer date. They need to reapply for verification if their status expires after October 24, 2022. Self-certified firms should submit their applications through the SBA to maintain their veteran-owned small business or service-disabled veteran-owned small business status. Analysis of SAM solicitations indicates that a majority of pre-solicitations falling under a socioeconomic designation align with the category of veteran-owned small businesses.
