A final vote to fully greenlight the project is scheduled for next week. In New Jersey, Homeland Security officials held a briefing with lawmakers about the mysterious drones that have been seen in recent weeks. The Philadelphia Department of Prisons welcomed four dozen new cadets to its correctional officer ranks this week — its largest class in about a decade. The boost in recruitment follows a court order in August requiring the department to address its massively understaffed workforce. Delaware County Council approved a 23% property tax increase.
