Together, Eurasia Group Foundation’s Mark Hannah and Rosa Brooks explore the causes and consequences of this alarming trend, and discuss its antecedents in other cultures. As the seemingly never-ending War on Terror is used to justify increasing government power and intrusions on civil liberties, are we sacrificing too much freedom in the name of security?

Rosa Brooks is the Scott K. Ginsburg Professor of Law and Policy at Georgetown University where she runs a program on innovative policing. She is the author of Tangled Up in Blue: Policing the American City and How Everything Became War and the Military Became Everything: Tales from the Pentagon.
